Health is basic to all human activities and aspirations. It is essential to the performance of many tasks and duties associated with the different roles people assume in life.

The Philippine Constitution upholds the right to health because of its importance to lives and aspirations of Filipinos. But even as our health status has been described as improving, much remains to be done in accomplishing the mandate of the Constitution. Health as a right is yet to be fully enjoyed by a substantial segment of the population. Access to and equity in health care services remains elusive.

Through health policy formulation and development, rationally effective and efficient approaches to health goals are identified, advocated, adapted, implemented and evaluated. Health policy development "strengthens and sustains institutional capacities in collaboration with other stakeholders in the health sector to be able to formulate, implement and evaluate health policies to achieve greater efficiency and equity in the provision and financing of health care services."

About Us

The UP Board of Regents in 1993 discussed the proposal on the establishment of the Office for Health Policy and Strategic Planning (OHPSP) in UP Manila. The Board approved the creation of a program instead of an office.

The proposed functions of the OHPSP as crafted by Chancellor E. Domingo were to:

  • develop framework for health policy studies, formulation and evaluation, and for strategic planning,
  • establish and maintain the necessary management information system,
  • initiate or cause studies and researches to be done needed for policy formulation and strategic planning by interfacing with relevant units/entities within or outside UP Manila,
  • develop concept papers on certain issues affecting the health sector to serve as working papers for subsequent discussions in the pursuance of the objectives of the Office,
  • recommend to the chancellor the appropriate and necessary administrative support for relevant projects and programs, and
  • perform an advocacy role in translating health policies and strategic plans into action.

In 1996 the Department of Health Policy and Administration spearheaded the crafting of the concept paper on the Center for Health Policy and Management or Health Policy and Management Program. The following year Chancellor Perla Santos Ocampo emphasized that health policy development is an important function of UP Manila and thus approved the Health Policy and Strategic Planning Program. She appointed Dr. Salvador Salceda as chair and Dr. F. Marilyn Lorenzo as co-chair.

The creation of Institute of Health Policy and Development Studies (IHPDS) based at the National Institutes of Health, UP Manila was approved by the UP Board of Reagents during its 1131st Meeting held on May 27, 1999 to be the focal point of state-of-the-art health policy and development studies in the next millennium. Since that time IHPDS has espoused a multi-disciplinary and multi-organizational approach to health policy research, formulation and development.

The Vision of IHPDS is to be the hub of state-of-the-art studies in Philippine health policy and development studies in the next millennium. As a recognized national institute, we will actively initiate and participate in regional and global health policy and management researches. Its Mission is to serve as the leading exponent for an integrative approach in health policy research analysis, development, capacity building and advocacy towards the search for the common good in the Philippines and in the Asian Region.
